The Whitehawk Indian Tribe believes the Bureau of Indian Affairs responds faster to the grant applications from the Kinsa Tribe than it does to applications from the Whitehawk Tribe. From the accompanying data, what can you tell the Whitehawks?

the average of the first column is 60.625
the average of the scond column is 60.875
but the range of the first column is 70-51=19
and the range of the second olumn is 81-43=38
so the averages are abt the same
but the first tribe has more consistent wait times
(the other tribe is more variable)

does that help?
