Word Problem: A man bought oranges at 20 cents each. 
I know the answer to this but I am having trouble getting to it. The "MORE than 15.6%" phrase is the part that is tripping me up. If it would be just a straight 15.6%, the answer would be 31 oranges. But the actual answer to this problem is 34 oranges. Please help. :confused: A man bought ...

what did you do after this?
More than 15.6% of the oranges were bad. I multiplied 15.6% and 199 to get to the conclusion that more than 31 oranges were bad.
